EXECUTING ENTITY (EE)

The Department of Forest and Park Services (DoFPS), operating under the Ministry of Energy and Natural Resources (MoENR), serves as the Executing Entity for the Bhutan for Life (BFL) Program. The MoENR, acting on behalf of the Royal Government of Bhutan (RGoB), oversees the human, technical, and financial resources from various sources dedicated to the Program’s implementation. As the guardian of Bhutan’s natural resources and biodiversity, the MoENR is pivotal in ensuring the effective execution and success of the BFL initiative.
Department of Forest and Park Services (DoFPS) is responsible for the sustainable management of Bhutan’s PAs. With a broad mandate that includes conserving, protecting, and sustainably managing forests, watersheds; empowering communities for stewardship and livelihood enhancement and pursuing research.
Territorial Forest Divisions (TFD) are responsible, inter alia, for planning and execution of conservation activities that take place in Biological Corridors.
The DoFPS Nature Conservation Division (NCD) is mandated to develop policies related to conservation and centrally coordinate conservation activities with all PAs (National Parks, Wildlife Sanctuaries, Strict Nature Reserves, the Royal Botanical Park and Biological Corridors). This division will coordinate all conservation activities whether they are carried out in National Parks, Biological Corridors or the Royal Botanical Park. The NCD also manages the Biological Corridors Program.
The Bhutan for Life Program landscape covers 10 Protected Area Networks and 8 Biological Corridors managed by the DoFPS.
PROJECT COORDINATION UNIT (PCU)

BFL Project Coordination Unit (BFL PCU) is established within Department of Forest and Park Services (DoFPS) under the Ministry of Energy and Natural Resources (Executing Entity).

The PCU supplies planning, coordination and implementation support for the BFL Program and is the key interlocutor of the BFL Fund Secretariat. The PCU will be led by a Program Director who will be supported by a small team comprised of a Program Coordinator, an Accounts Officer, an M&E officer, an Environmental Social Safeguard Officer, and support staff and reports to Project Director.

10 Protected Area Networks, 8 Biological Corridors, and the Royal Botanical Garden under the Department of Forest and Park Services are the Implementing Agencies.

IMPLEMENTING PARTNERS

Department of Energy (DoE) is the central coordinating agency for energy and power systems, focusing on national energy policy formulation, sustainable development, and efficient management of energy resources.

The department of have implemented the construction of Aja Ney Solar Project, and Shangsa Solar Projects supported by the Bhutan for Life Program

National Centre for Hydrology and Meteorology (NCHM) is mandated to provide scientific and technical services in hydrology, water resources, meteorology, climatology, and cryosphere to ensure the safety, socio- economic well-being of society and to support national and international needs.

Department of Tourism is the nodal agency for the promotion of Tourism in the country. Bhutan for Life partners with the department in implementing ecotourism activities to enhance livelihoods of people living within the Protected Area Networks.

CONSERVATION PARTNERS

The Bhutan Trust Fund for Environmental Conservation (BTF) is the world’s first environmental trust fund, established in 1991 as a collaborative venture between the Royal Government of Bhutan, United Nations Development Program, and World Wildlife Fund.

BTFEC commits USD 500,000 annually to the Bhutan for Life Program.

World Wildlife Fund (WWF) is Bhutan’s oldest conservation partner. The partnership began in 1977 through capacity development of local conservation staff. The support gradually evolved into a full country program with several collaborative conservation projects.

Since its founding in 1986 and re-launch in 2002, the Bhutan Foundation has become an active organization with offices in Thimphu, Bhutan and Washington, DC as well as around 40 partner organizations in Bhutan and more than 20 international partners. Through its commitment to the shared values of Gross National Happiness, the Bhutan Foundation is fundamentally aligned with the vision of His Majesty the King, the Royal Government of Bhutan, and Bhutan’s emerging needs.

We deliver cutting-edge field based environmental education in partnership with the Royal University of Bhutan and the School for Field Studies in the US.

Royal Society for Protection of Nature (RSPN) was established in 1987 under the Royal Command of His Majesty The Fourth King of Bhutan as a Citizen-based Non-Governmental Organization (NGO) devoted to the conservation of the Kingdom’s environment. His Majesty The King was the Royal Patron of the RSPN from 1999 to 2012. Currently, Her Majesty The Gyaltsuen Jetsun Pema Wangchuck is the Royal Patron.
