Mr. Tshering Dorji

Mr. Tshering Dorji serves as a Member of the Bhutan for Life Board of Trustees, representing the National Designated Authority (NDA) under the Department of Macro-Fiscal and Development Finance (DMDF), Ministry of Finance. He currently holds the position of Director General of the DMDF, which functions as the National Designated Authority to the Green Climate Fund (GCF)-the principal donor to the Bhutan for Life Program.

Mr. Dorji assumed his current position in 2024, overseeing development coordination, debt management, and macro-fiscal policy formulation. Prior to this role, he served as the Advisor to the Executive Director of EDS 12, representing Bhutan, Bangladesh, India, and Sri Lanka at the World Bank Headquarters in Washington, D.C. From 2017 to 2022, he was the Director of the Department of Public Accounts, and earlier held key positions including Head of the Debt Management Division (2014–2016) and Secretary to the Public Accounts Committee of the National Assembly (2006-2007).

With over 26 years of distinguished experience in public finance, macroeconomic management, and budgetary governance, Mr. Dorji has represented the Ministry of Finance in numerous Boards of Corporations, Financial Institutions, Trust Funds, Civil Society Organizations, and Projects. He also serves as Operational Focal Point to the Global Environment Facility, National Designated Authority to the Green Climate Fund, and Designated Authority to the Adaptation Fund.

His professional development includes participation in the Voice Secondment Program (VSP) with the World Bank Group, the Executive Education Program at the Harvard Kennedy School (Cambridge, Massachusetts, USA), and the Executive Leadership Program at the Indian Institute of Management (IIM), Ahmedabad.

Mr. Dorji holds an MBA from the School of Management, Asian Institute of Technology (AIT), Thailand, a Postgraduate Certificate in Financial Management from the Royal Institute of Management, Bhutan, and a Bachelor of Commerce (Honours) from Delhi University, India. He is also a member of CPA Australia.
