Professional and Support Staff Positions


Bhutan for Life (BFL) is a Project Finance for Permanence (PFP) model to develop a far-sighted solution for the permanent protection of the country’s Protected Area Network. The BFL Program envisages Bhutan’s attainment of financial self-sufficiency to help the people of Bhutan preserve and enhance their natural heritage thereby benefitting their country and the planet for posterity.

The purpose of the BFL Fund is to support the achievement of a robust network of protected areas that contributes to human well-being, biodiversity conservation, and increases Bhutan’s resilience to the effects of climate change by providing long-term financing. The BFL Fund is governed and managed by its Board of Trustees.

The BFL Fund Secretariat embodies the “management” function of the BFL Fund which has as its main purpose to carry out the directives of the Board.


Positions:

Terms of Reference for Staff Positions


Position 1: Manager, Program
Reports to: Executive Director
Contract Term: 3 years, extendable based on performance
Duty Station: Thimphu
Monthly Salary: Nu. 84,000.00 (Gross salary)


Major Function:

The Manager, Programs of the Bhutan for Life Fund Secretariat will serve as a dynamic and efficient nexus point for Bhutan for Life, driving and overseeing the programmatic functions of the Fund. The Manager, Programs will be responsible for planning, monitoring, reporting of the funds programmatic and due diligence processes. This managerial position is responsible for taking proactive actions to move the initiative forward in the most efficient, effective and innovative manner with all parties concerned to achieve the milestones and goals. The incumbent will ensure delivery of all planning, monitoring and reporting requirements agreed with its partners and donors. The program manager acts as the focal point for all program related issues and is responsible for proper coordination between all program related stakeholders. The Manager, Programs reports to the Executive Director and will carry out the following tasks.


Key Responsibilities:

Responsibilities include, but are not limited to, the following:

Program Management:
  • Ensures proper planning, reporting and operational support so that BFL initiative milestones and deliverables can be met;
  • In accordance with the BFL Operating Manual, reviews amendments to the BFL Conservation Plan, Operating Plan, and associated remediation plans proposed by the BFL Project Coordination Unit;
  • Develops and manages a system of monitoring and evaluation for BFL activities, including environmental and social impacts.
  • Supervise, monitor and evaluate the implementation of activities;
  • Support and follow-up on the implementation of program activities in accordance with program proposal and activities timeline;
  • Conduct field visits as necessary to monitor program implementation
  • Manage all donor requirements and specifications, including the preparation of all progress reports; Oversee monitoring and evaluation of the program ensuring achievement of program indicators; Supervise program/event coordinator in handling all logistics of workshops, events, meetings, including invitations, material, minutes, etc;

Financial management:
  • In accordance with the BFL Operating Manual, coordinate with Manager, Finance and Administration (F&A) to manage and update the BFL Financial Model;
  • Review requests for fund disbursement and prepares the necessary documentation for board approval;
  • Coordinate with the Manager, F&A to supervises and monitor grant disbursement as approved by the board;
  • Coordinate with Manager, F&A to plan and prepare annual program finance and budgets.

Partnership and relationship management
  • Develop and offer collaborative frameworks, organizational structuring and communication platforms to both internal and external stakeholders;
  • Coordinate with the BFL project management unit within the Ministry of Agriculture and Forests resolve issues that may arise during implementation;
  • Coordinate donor/partner visits and missions.

Reporting and Communications
  • Coordinate develop of annual and periodic technical and financial reports for donors;
  • Develops and implements a dynamic communication strategy;
  • Oversee development of communication materials and sharing of results and lessons from the initiative through various channels, including social media.

Skills and Abilities

An Advanced university degree (Master's degree or equivalent) in relevant field. Professional training and experience in environment management and project management will be an advantage. Experience of at least 10 years with 3 years of which is in a senior management position is required. Familiarity with conservation, development, political and economic issues in Bhutan is required. In addition, the following skills will be required:

  • Ability to synthesize complex technical information for different audiences
  • Excellent project and time management skills
  • Excellent written and oral communication skills including presentation skills, and ability to tailor communication across diverse cultures and audiences
  • Talent in innovation, adaptability and problem-solving
  • Ability to communicate effectively in English and Dzongkha is essential.
  • Specialized training in major environmental issues of Bhutan
  • Demonstrated ability to create, lead and motivate a cohesive program team
  • Experience in networking, fund raising and donor coordination
  • Demonstrated ability in understanding and using project planning and monitoring tools


Position 2: Manager, Finance and Administration
Reports to: Executive Director
Contract Term: 3 years, extendable based on performance
Duty Station: Thimphu
Monthly Salary: Nu. 84000.00 (gross salary)


Major Function:

The Manager, Finance and Administration of the Bhutan for Life Fund will serve as a dynamic and efficient nexus point for Bhutan for Life, driving and overseeing the administrative and financial management functions of the BFL Fund. The Manager, F&A, will supervise the financial and administrative operations of the BFL Fund and its Secretariat.

In accordance with the BFL Operating Manual, the Manager, F&A will ensure the implementation of policies and procedures on all Finance, Logistics, administration, auditing, information management, financial and budgeting activities and internal controls of the BFL Fund and its Secretariat. The Manager, F&A reports to the Executive Director of the Bhutan for Life fund Secretariat and will carry out the following tasks.


Key Responsibilities:

Responsibilities include, but are not limited to, the following:

Strategic and resource Planning:
  • Supports the Executive Director in review and implementation of the BFL Conservation Plan and Financial Plan
  • Coordinates the preparation of annual operational / program budgets and forecasts, in accordance with the annual planning cycle and in close collaboration with the Manager, Programs
  • Coordinate with the Manager, Programs in review of the Program works plans and funding requests
  • Coordinate with the Manager, Programs to reviews compliance with annual disbursement conditions and makes recommendations for disbursement of funds.
  • In accordance with the BFL Operating Manual, reviews amendments to the BFL Conservation Plan, Operating Plan, and associated remediation plans proposed by the BFL Project Coordination Unit
  • Assist the Investment Committee in delivering its functions;

Administrative management:
  • Assist the Executive Director in organizing BFL Board meetings and other committee meetings;
  • Assist the Executive Director in ensuring that the policies and procedures necessary for the functioning of the secretariat are in place and enforced;
  • Implements the Bhutan for Life Service Rules and Regulation (BFL SRR, 2018);
  • Ensures that all BFL Fund Secretariat complies with the BFL Operating Manual and BFL SRR, 2018;
  • Ensures donors regulations are understood and complied with;
  • Ensures an efficient Finance and Operations structure is in place to ensure proper support to conservation delivery and segregation of duties;
  • Supervises all Finance and Administration staff.

Financial management:
  • Oversees management and updating of the BFL Financial Model by BFL Fund staff, in accordance with the BFL Operating Manual;
  • Supervises the preparation of financial statements and financial reports;
  • Reviews requests for fund disbursement and prepares the necessary documentation for board approval;
  • Oversees the financial and fiduciary aspects of the activities financed under BFL.
  • Prepare and submit financial reports as per the donor template and requirements.
  • Implement investment decisions of the investment committee and investment performance results.
  • Ensures that timely and appropriate financial information, analysis and advice is provided to the Fund Secretariat (Board and Executive Director), partners and donors, as required and when opportune;
  • Coordinate preparation and distribution of all project financial reports;
  • Ensures that external and internal audits are properly organized, and that there is proper and timely follow-up of audit recommendations;
  • Carries out periodic evaluations of BFL PCU financial reports, systems, procedures, and internal controls.
  • Ensure that adequate financial controls are in place to maintain propriety and proper accountability of expenditures;
  • Ensure the financial transactions are properly authorized, recorded, have adequate supporting documentation, filled, maintained and can be easily extracted for the purpose of preparing financial statements; and financial audits;
  • Monitor budgets and expenditures and contribute to preparation of budget revision
  • Check and ensure that all procurement process and expenditures of the project in accordance with the BFL Operating Manual;
  • In coordination with the Manager, Programs prepares, administers, and controls approved consultancy contracts / agreements and sub-grants;

Skills and Abilities

An Advanced university degree (Master's degree or equivalent) in the relevant field is required. Qualification and experience in budgeting, accounts, auditing and investment planning will be an advantage. Experience of at least 10years with 4 years of which is in a senior management position (P3 or equivalent position) is required. Familiarity with conservation, development, political and economic issues in Bhutan is required. In addition, the following skills will be required:

  • Ability to synthesize complex technical information for different audiences;
  • Excellent written and oral communication skills including presentation skills, and ability to tailor communication across diverse cultures and audiences;

Position 3: Finance and Accounts Officer
Reports to: Manager, Finance and Administration
Contract Term: 3 years, extendable based on performance
Duty Station: Thimphu
Monthly Salary: Nu. 39,500.00 (Gross salary)


Major Function:

Under the direct supervision of the Manager, Finance and Administration (F&A), the Finance and Accounts Assistant will primarily be responsible for providing efficient and accurate financial transactions, accounting and record keeping of BFL funds and to provide efficient financial services to the Bhutan for Life Fund Secretariat (BFL FS). Additionally, the F & A Assistant will provide secretarial services to the Executive Director.


Key Responsibilities:

Finance/ Budget

  • Prepare annual financial and budget plan for BFL FS in consultation with Director;
  • In accordance with the BFL Operating Manual, assist the Manager, F&A to develop financial manual, policy and guidelines for BFL FS;
  • Assist the Manager, F&A to manage short term and long-term investments of funds and maximize interest earnings;
  • Monitor the development of expenditure, ensuring that budget overruns do not occur and prepare request for possible amendments;
  • Develop budget status reports, monthly and quarterly financial progress reports;
  • Provide guidelines and format for managing accounts for budget & balance sheet preparation;
  • Assist the Manager, F&A to prepare annual budget plans, cash flow projection, forecasts and long term plans;
  • Assist the Manager, F&A to coordinate and assist Statutory Auditing/RAA for annual auditing;
  • Prepare and maintain the financial data for statutory auditing, annual reporting and presentation to the Board

Accounting

  • In compliance to the BFL Operating Manual, establish an accounting system to manage and maintain the accounting requirement of the BFL FS;
  • Manage data files and appropriate filing of electronic and hard copies of financial documents and reports;
  • Prepare monthly financial statement (report) for further analysis;
  • Ensure regular monitoring of the bank account (s);
  • Monitor (i) cash flows and (ii) working capital;
  • Prepare internal invoices for the personal use of the BFL FS assets;
  • Maintain payment records of all invoices received;
  • Maintain payee statement records of all suppliers and service providers;
  • Carry out payment of all regular area of office expenses such as office rental, telecommunication (telephone, fax, internet etc) bills, advances, etc;
  • Maintain and manage employee’s PF, GIS with relevant stakeholders;
  • Maintain and manage all relevant taxation such as TDS remittances to Revenue and Custom, etc;
  • Process payments, file and archive all relevant documents (vouchers, invoices);

Others

  • Maintain and manage all records related to BFL FS assets;
  • Manage procurement processes by developing or facilitating development of tender documents (i.e. terms of reference, request for proposals, price schedules, technical specifications etc.);
  • Maintain inventory of records of project deliverables, documents, files, equipment and materials;
  • Provide secretarial support to the Executive Director

Skills and Abilities

A bachelor’s degree in finance, economics, business or related field is required. Experience and specialized diploma in financial management and accounting is an advantage. Experience of at least 2 years in the required field is mandatory. In addition, the following skills will be required:

  • Familiar with Bhutan government law and policies related to finance, accounting, tax, insurance.
  • Knowledge of computer use (especially accounting systems/software)
  • Ability to synthesize complex financial information for different audiences;
  • Excellent written and oral communication skills including presentation skills,
  • Ability to communicate effectively in English and Dzongkha is essential;
  • Demonstrated ability in understanding and using project planning and monitoring tools;
  • Demonstrated experience in procurement and preparation of financial reports and budget plans;
  • Experience with donor funded projects will be an added advantage;

Position 4: Driver
Reports to: Manager, Finance and Administration
Contract Term: 3 years, extendable based on performance
Duty Station: Thimphu
Monthly Salary: Nu. 17,000.00


Criteria:
  • Minimum of 7 years working experience (driving);
  • Minimum qualification of Class VIII;
  • Good oral and written skills in Dzongkha and English
  • Should be physically fit to work;
  • Ability to multi-task (especially secretarial support)
  • Should be able to work as messenger and driver
